Interim Disability Assistance Programme for the Elderly (IDAPE)


The Interim Disability Assistance Programme for the Elderly (IDAPE) is an assistance scheme for a small group of seniors who were not eligible for ElderShield.
If your loved one develops severe disabilities, you may receive monthly payouts of either $150 or $250 for up to 72 months under the IDAPE scheme. The amount depends on your financial situation.
There is no restriction on how the payments should be used, as long as they are used for the care of a person with disability.
IDAPE payments can be used to offset:
- Home Care
- Nursing Procedures
- Interim Caregiving fees
- Medical bills
- Hiring a foreign domestic worker (FDW) as a helper to care for the disabled IDAPE claimant
The person with disability may nominate himself/herself, a caregiver who is 21 years old and above, or the nursing home that the senior is residing in to receive the IDAPE payouts.

Eligibility
- Must be a Singapore Citizen
- Lives in Singapore
- Born on or before 30 September 1932; OR Born between 1 October 1932 and 30 September 1962 (both dates inclusive), with pre-existing disabilities as of 30 September 2002.
- Monthly household income per person should be below $2,800
- Must not be a policyholder of or made any claims from
- CareShield Life and/or supplement, or,
- ElderShield and/or supplement
- Requires Assistance with Activities of Daily Living
- Unable to perform three or more of the six Activities of Daily Living, as certified by a MOH-accredited severe disability assessor.
How to maximise your IDAPE payouts

Homage services applicable for subsidies
Homage is an official government provider for Interim Caregiver Services in Singapore. You may use MediSave for the following Homage services, under the Home Caregiving Grant scheme:
Home Care
Assistance with activities of daily living (ADLs) such as eating, bathing, getting dressed, toileting, transferring and continence.
Home Nursing
Our home nursing services range from private nursing, IV drip, wound dressing, NGT feeding, urine bag drainage and more.
Home Therapy
To support your rehabilitation and recovery efforts through personalised exercise and therapy treatment sessions.
Specialised Care
From Dementia Care to Cancer Care, get the most relevant care support in response to your medical condition.
Maximise your IDAPE payouts by purchasing Homage’s prepaid packages at a discounted rate. With a monthly payout of $150-$250, you may purchase the following services:
- 10-Hour Prepaid Home Care Package ($220)
- 10-Hour Nursing Care Package ($270)
- Home Therapy Sessions ($180/session)
- In-Person Care Assessment ($60/session)
How to apply
Step 1: Get assessed by a severe disability assessor
Contact a MOH-accredited severe disability assessor to undergo a disability assessment.
The assessor will conduct the disability assessment and collect an assessment fee from you, which will be fully reimbursed to you with the first payout if the care recipient is assessed to be severely disabled.
Assessment fees are $100 if done at an assessor’s clinic and $250 if an assessor visits your home.
If your loved one is residing in a nursing home, the nursing home can help submit a Resident’s Assessment Form in place of the disability assessment. You may approach the nursing home for further assistance.
Step 2: Submit your application
Login to AIC’s portal with your Singpass and apply via the website.
If you are unable to submit your application using the system, you may email [email protected] to apply.

Step 3: Wait for your application to be processed
AIC may take up to six weeks to process your online application. They will inform you of the outcome in writing by mail.
